The City of Coos Bay is soliciting applications for the position of Wastewater Engineer / Administrator I or II. GENERAL STATEMENT OF DUTIES: Manage major wastewater capital improvement projects including treatment plants and pump stations. This includes but is not limited to managing consultant and construction contracts. Review plans and monitor construction schedules and submittals, conduct onsite observations, review contractor’s work. Manages day-to-day wastewater collections and operations. Provides compliance with and oversight of NPDES Permits.
SUPERVISION RECEIVED: Works under the general direction of the city engineer who outlines broad policies and objectives, and reviews work on the basis of results obtained.
SUPERVISION EXERCISED: Directs the activities of the environmental specialist which may include giving specific instructions or outlining general objectives or procedures. Reviews work for completeness and accuracy. Impose disciplinary action from a verbal warning up to and including time off without pay. Assist with the management oversight of the sewer collections manager. May perform division head duties in the absence of the city engineer.
TYPICAL EXAMPLES OF WORK: An employee in this classification may perform any of the following duties. However, these examples do not include all the specific tasks which an employee may be expected to perform.
- Oversee the wastewater and biosolids reporting to regulatory agencies. Conduct or attend meetings for regulatory reporting.
- Manage preparation of requests for qualifications, bidding, advertising, and contracting with wastewater consultants. Manage consultant contracts, budgets, work consistency with standards, quality, and schedules.
- Manage preparations of bid documents (plans and specifications), bid advertising, bid opening and contracts for wastewater construction projects.
- Provide technical oversight of all major wastewater projects including plan preparation, plan review and construction contractor’s compliance with plans and specifications.
- Acts as the in-house expert on the city’s NPDES permits. Acts as primary day-to-day, along with the wastewater manager, as point-of-contact between the city and wastewater regulatory agencies.
- Manages contracts/agreements with granting agencies for grant-funded projects. Responsible for grant budget tracking and reporting requirements.
- Provides technical assistance and support to the wastewater treatment and collection system operations and maintenance. Provides day-to-day oversight and acts as city point of contact for any contracted operation and maintenance services.
- With the assistance of the environmental specialist, implement and manage the city’s Fats, Oils and Grease (FOG) program.
- Maintains records for use in preparing project documentation for contracted work as well as treatment and collection system maintenance and operation. Review records for regulatory reporting.
- Writes technical reports regarding wastewater matters for city engineer, public works director, city manager, and city council. Review regulatory reporting, provide city engineer with progress reports for the public works director, city manager, and city council if applicable.
- May on occasion attend and make presentations to the city council and other organizations.
- Experience in budgeting and following standard budgeting practices. Provide budgeting forecasting support for CIP projects and sewer collection operations.

KNOWLEDGE, SKILL AND ABILITY: It is anticipated that the wastewater engineer will have the knowledge, skill, and ability to perform the following: have a thorough familiarization of day-to-day operations of a major municipal waste activated sludge treatment plant and management of large wastewater design and construction projects. Knowledge of wastewater collection system and treatment plant maintenance. Ability to interpret project plans, specifications, and contract documents. Ability to effectively communicate with regulatory agencies. Skilled at problem solving.
Be proficient in water and/or wastewater treatment construction and process. Be safety minded and report unsafe conditions. Be alert and observant, and report situations which may delay projects. Work well with others and in a team like manner. Be proficient in the Microsoft Office Suite. Have excellent organization skills. Have strong oral and written skills.
EXPERIENCE AND TRAINING: For Wastewater Engineer II, ten years, or for Wastewater Engineer I, five years of progressively responsible water and wastewater treatment plant construction experience. Graduation from a four-year college or university with a major course work in civil, environmental, or mechanical engineering, construction management or related field. Any satisfactory equivalent combination of experience and training that ensures the ability to perform the work may be substituted for the above. Experience with alternative and design-bid-build delivery methods is preferable. Experience with understanding and implementing NPDES Permits. Extensive experience with regulatory agency coordination. Experience in the day-to-day operations of a major municipal waste activated sludge wastewater treatment plant. Experience with SCADA is preferable. Professional engineering license, and/or a level 3 or 4 wastewater operator certificate within the State of Oregon is preferable.

Must have a thorough knowledge of modern principles, practices and techniques in construction, engineering, and administration especially in the area of wastewater treatment and collections. Must be able to develop and maintain positive cooperative team-oriented relationships with co-workers, supervisors, managers, and others you come in contact with.
TOOLS AND EQUIPMENT USED: Personal computer including Microsoft Office Suite, SCADA, GIS, motor vehicle; phone; radio; fax and copy machine.

Work is performed both in office settings and field related (construction inspection, site visits to treatment plants, pump stations, etc.). Some outdoor work is required in the inspection of various land use developments, construction sites, or public works facilities. Hand-eye coordination is necessary to operate computers and various pieces of office equipment. While performing the duties of this job, the employee is occasionally required to stand, walk, use hands to finger, handle, feel or operate objects, tools, or controls, and reach with hands and arms. The employee is occasionally required to sit, climb or balance, stoop, kneel, crouch, or crawl, talk or hear, and smell. The employee must occasionally lift and/or move up to 25 pounds. Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception, and the ability to adjust focus.

The employee will work near traffic, moving mechanical parts and equipment consistent with a construction site and will be exposed to wet and/or humid conditions, and may be occasionally exposed to fumes or airborne particles, toxic or caustic chemicals, risk of electrical shock, and vibration. The noise level in the work environment is consistent with that of a construction site.
